Key Requirements
Job Offer: You must first secure a job offer or employment contract from a Croatian employer.
Employer Application: Your employer will initiate the process by submitting a request for a work permit to the Croatian Employment Service (HZZ). This includes a labor market test to prove no local workers are available for the position
Document Checklist: You (or your employer) need to provide the following documents:
Valid passport and a copy of it.
Passport-size photo.
Employment contract specifying job terms.
Proof of relevant qualifications and experience.
Health insurance proof.
Proof of financial stability to cover your stay.
A background check certificate (apostilled/legalized)
Labor Market Test: Employers must prove they couldn’t fill the role locally before hiring foreign workers
Types of Permits
Residence and Work Permit: Most common for non-EU citizens. It combines both residence and work authorization and is typically valid for up to 12 months (renewable)
EU Blue Card: For highly qualified workers with advanced degrees. It is valid for 2 years
Process Steps
Your employer applies for a work permit at the Ministry of Interior or a Croatian police station.
Once approved, you apply for a work visa (type D) at the Croatian consulate/embassy in your home country.
Upon visa approval, you can travel to Croatia, register your address, and pick up your biometric residence permit

Work permit fees: €75 on average.
Processing time: Approximately 4-6 weeks
Other Notes
Croatia no longer uses an annual quota system for foreign workers, focusing instead on labor market needs.
Family reunification options exist under certain permits, but additional documents will be required
